The honest read

If it is a true duplicate, refund the second charge the moment you find it, ideally before it becomes a chargeback that adds fees to a loss you were always going to take. The bank can see both authorizations, so denying an actual duplicate just burns your credibility on future disputes. The winnable version is two legitimate charges that happen to look alike: same amount, same day, a customer who really did order twice. Distinct order IDs and separate confirmations settle that quickly.
